2025 Urban Resilience (Air Defense) Exercise
The 2025 Urban Resilience (Air Defense) Exercise is Taiwan’s annual drill for air defense and disaster response. It consolidates the former “Wan An Exercise” and “Min An Exercise.” The nationwide drill will take place from July 15 to 18, following a “region-based, staggered schedule.”

Note: Due to Typhoon Danas, drills in Chiayi County (July 15) and Tainan (July 16) have been canceled to prioritize post-disaster recovery and relief.
Exercise Structure
First 30 minutes – Air Defense Drill

Alarms: 1 long + 2 short signals, repeated 3 times; “all clear” = one 90-second long signal.

Movement Restrictions: Residents must seek shelter in designated air-raid shelters (e.g., basements) or follow the “Two-Wall Rule” (stay away from windows, move near solid structures).

Cell Broadcast Alerts: Emergency alerts sent via the Air Threat Warning System, including links to nearby shelter locations.

Traffic Control: Vehicles on major roads must pull over or exit; highway traffic may continue but drivers must comply after exiting.

Businesses: Shops, restaurants, and malls must suspend operations, close doors/windows, shut off utilities, and guide people to shelters.
Following 60 minutes – Disaster Relief Drill

After the “all clear,” local governments and civil defense teams conduct exercises such as setting up relief stations, medical aid posts, and wartime rescue operations.

Conducted under “scenario-based but unscripted” conditions to test real-time response capability.
Special Arrangements

Key Validation Areas: Each city/county will designate 3 districts (e.g., Taichung’s Qingshui, Wuqi, and Shalu) to conduct evacuation drills in public transport (MRT, HSR), commercial centers (malls, banks), and government facilities.

Taipei, Taichung, Tainan: Additional wargaming and integrated drills for national defense mobilization, air defense, and critical infrastructure protection (July 15–17). These compress the Han Kuang 41 Exercise (normally 10 days, 9 nights) into one intensive day.
Public Guidance

Civilians: Upon hearing sirens or receiving alerts, immediately take shelter and avoid outdoor movement.

Drivers: Follow police/civil defense instructions, stop vehicles at the roadside, and evacuate.

Indoors: Close windows, lights, and utilities; restaurants must shut off power, water, and gas.

Penalties: Failure to comply with the Civil Defense Act (Art. 21) and Air Defense Drill Regulations (Art. 12) may result in fines of NTD 30,000–150,000.
Special Cases

Airplanes, ships, HSR, MRT: Continue normal operation; however, passengers must comply with evacuation instructions upon disembarkation.

Underground malls: Remain open, but the public must follow designated evacuation routes.
Differences from the Wan An Exercise

Wan An (since 1978): Focused on air-raid evacuation.

Min An: Focused on disaster relief.

Urban Resilience Exercise (2025–): Combines both, adding wargaming, medical aid station setups, and relief shelters, emphasizing local government and civil defense self-reliance rather than depending solely on the military.
Clarification of Misreport
Some social media posts claimed the drill would extend to 90 minutes of restrictions.
✅ In fact, only the first 30 minutes involve movement restrictions. The following 60 minutes are disaster relief drills without restrictions.
